Not likely on a 20 lb tank.  Most places that fill them do it flat
rate.  (Getting someone to get out in the cold isn't worth it to sell
you one gallon of propane.)  If you bring a bunch, they'll do it by
the pound or gallon.

Propane tanks, and all other DOT approved compressed gas cylinders,
have the the tare weight stamped on them.  On a propane tank, it's on
the collar.  You'll see TW or T.W. and a number after it.  For a 20 lb
tank, it'll be between 17 and 19 pounds, typically just under 18. 
Full, they way 20lbs  more.

If you exchange tanks, look at the sign, and make sure you're getting
20 lbs.  Lots of the companies have stoped filling the tanks, and now
only sell 16 or 17 lbs.  They charge the same price, of course.

(Propane prices have gone up a lot the last couple of years, of
course, and they don't want to raise the posted price, but no one will
miss 20 % of what they think they're getting...)
