Karl,
For about $6 you might try a tube of epoxy putty from the auto parts store.
Take a little slice, need it to mix it and form a string. Then lay
it around the
head of the rivet and try to work it on so it transitions from the head to the
axle.
After I plumbed my shop for air, using black pipe, I had a couple of air leaks
I couldn't get rid of. I had some of the putty laying around. So I
used it on
the leaking joints. Problem solved.
