I would foam. Tiger Foam has a nice FAQ:

I wouldn't use the cans except in small cracks and gaps like around the
window, where a large cloud of spray foam might not penetrate. Be careful with
the canned foam- it will expand and move your window jambs, etc. get the right
kind for the job.
