Does the bowl empty properly if you pour a bucket of water in it?  If so, it=
 is a problem with the non drain side. If not, it=E2=80=99s the drain side. I=
 would start with a closet auger, which is the special snake for toilets.  (=
They=E2=80=99re cheap. Go buy one.).   It=E2=80=99s pretty common for a buil=
d up of toilet paper to cause slow
drainage. The auger takes care of that and will remove most other obstructio=
ns, as well.=20=
