I dont think just the flange is available
You could try dome fiberglass cloth and resin, thats what I did until I
could get a new fiberglass one.  There is also an ABS tunnel cover
available that is pretty good in quality.  If you end up just getting a new
one you may be happier.

There is a battery box insert available from the big 3, I didnt have one,
again I used fiberglass and lined the inside of mine.  Turned out real
nice, after paint you cant even see the glass.
