Pete,

You don't need to drain the tank to test your theory.  Just drop run a piece
of hose from the gas tank side of the fuel pump into a gas can with fresh gas.
You might consider draining the suspect gas out of the carb(s).  Be sure you
have a handy way of blocking off the flow of fuel from your nice full tank
before you pull the hose off of the fuel pump (pinch off the hose and stick a
bolt in the end, for example).  

You also might want to check filters and things first, as you might have some
sediment clogging up the works.  Or it could just be that your car is afraid
of salt and doesn't want to leave home...
