My heater seems to work on an on/off principle, e.g. you can't
modulate it for warm air - you either get full heat or none.
Is this typical for others?

BTW I'm with Richard on the heater being inadequate in really
cold weather.  Of course, the weak blower motor and drafts around
the soft top probably don't help.  But when it's below 20F (-7C),
I bundle and stay bundled for the entire commute.
