Found the problem, the flexible coupling has ALL the slop.
I looked at the Haynes and it gave a very little detail on how to remove it.

By what I saw, the inside coupling must be removed as well as the one just
in front of the coupling.

After this a (PULL ?) on the shaft will give a enough room to get the
coupling out ?

I bet taking apart the rack and turning the pinion 180 degrees
would also help.  Then a relatively unworn part of the
pinion would be engaged with the rack when you are not turning.

But I have never had to mess with my rack, fortunately.
