Manifold Gasket leak?

My 1500 with single Stromberg has not been running well for some time, down
on power and popping back through the carb when revved with no load.  Gas
mileage has dropped from 27mpg to about 22.  I've replaced all of the
ignition parts (wires, cap, rotor, plugs and coil) and carefully adjusted
the carb numerous times as well as checking diaphragm, floats, and needle
valve.  I've also been unable to find any vacuum leak using the carb spray
method and the fuel pump puts out a pretty steady output.

I'm now looking for some more "exotic" solutions.  The last time I changed
a cracked exhaust manifold, I reused the manifold gasket.  While I can't
find an external leak, is it possible that an "internal" leak is causing
problems, like possibly an inadvertent EGR?

Also, my vacuum gauge tends to read a little low on idle - around 16-17
inches.  It is also fluctuates constantly; but only around = inch each way
- is that normal?
