  Bondo doesn't bubble on it's own. Rust underneath will lift
flakes of paint and bondo which causes the bubbling.

  Bondo is usually implicated because bondo is really the only
situation where rust occurs under the surface of something. Normal
rust occurs on top so it is visible as rust not bubbles.

  Well, some people don't appreciate how persistent rust
can be. Even people that aren't lying sometimes beleive
they "really got all the rust" when in fact they just
prolonged the inevitable a bit.
