Yes, your friend's oil leak is likely to be a result of inadequate
crankcase ventilation.  Most folks that disconnect this line from the
carb end up putting it back because they get tired of cleaning up oil
puddles.

The crankcase vent line from the valve cover on the 1500 does go to the
carbon canister, but on the way, it goes to a vacuum fitting on the
Stromberg carb.  Working from the valve cover, the line goes forward,
across towards the fender just in front of the carb.  At the Carb
there's a T connection, with the "stem" of the T going to the carb.
>From there it continues toward the fender, turns straight back over the
air cleaner, and goes thence to the carbon canister.  No PCV valve, but
there is a restrictor where the line attaches to the carb.
