On my 74 Midget I just removed the grill and the horns are sitting right
there!  do you have 12 VDC at the horn?  they (at least on mine) are hot all
the time and the horn button supplies the ground.  there is an adjustment on
the horns, a LITTLE screw (not the big one) that pushes on the points to get
the correct opening to allow them to open/close.  I got one horn to work,
after removing it, connecting it to a battery charger in the shop, and
adjusting the LITTLE screw.   But the other is dead as a smelt.

Speaking of horns:  I have the pusher, I have the tickler, I have the
horns--but no sound.  Is there a standard check-list for finding the
problem?  Do I really have to take out the radiator to get to the
horns, as I believe the Haynes indicates?  After my rather close call
some weeks ago with SUV, I would really like to announce my presence
when necessary.
