Steve,
It maybe the felt inner bushing that is found inside between the outer column
and the center shaft. I know there is one possibly 2
used. they do wear and become thin and even slid down the column.
You can unbolt it at the rack by removing a single bolt and capture nut,remove
the steering wheel and carefully slide it forward past
the radiator upright and out. It snug but doable. Then inspect inside for the
bushing material
