You may have an intermitant connection to a short.  I would first
clean all connections with contact cleaner (available at electronics
supply stores).  To test individual circuits on a gang circuit disconnect
every item (light, horn, motor, etc.) at that item (pull bulb, pull wire
to horn, etc.).  Now add them one at a time and check resistance with
an ohm meter (multimeter).
