DCOE Update

I think I figured out how to hook up the throttle. I was missing the little
arm that bolts to the outside of the installed throttle lever and points the
other way.

Thanks to all who replied.

Frank was the only one who suggested "Duct Tape". I'm putting together a
good spaming for him.
