Got a quick question for you. Are you sure it is speed related and not 
rpm related? 
I only ask because my alternator fan whistles at 2700 - 3200 rpm. I 
determined that when I had no alternator and when I put the new one in 
the whistle was back. It sounds kinda like a serious vacuum leak.
