Robert,
you should not use any goop on the head gasket from all I've read.
I also have been told that there shouldn't be valve stem seals on the
exhaust valves, partly to lube them a little I think.

I forgot the preceeding posts.  Do you have any indication whether the
valve stem clearances were right and valve stem seals were actually
installed?
As an aside, a buddy had his Fiat head assembled by a mchine shop.  He
supplied all the parts incl. stem selas.  After he installed the head, the
endgine soon started smoking.  It turned out that the stem seals installed
had no resemblance to the once supplied and were a loose fit on the
guides.  They slipped off and the engine started to smoke.
You could pull the valve cover and have a look.
