There are no easy answers. However, I would report it to the police because
they will doe something.
Second I would make a complaint to his company (especially if the work at the
same place).
Third I woud recommend a move of apartment if possible.
The less sensible approaches are to let him know how many 'friends' you know
in Britain (ie you'll send the boys round) - I for one work in London but
don't happen to be any kind of martial arts expert, boxer, heavyweight or
stuff - but he won't know this.
You could arrange for a suitable piece of merchandise to be advertised in his
name and telephone number at a knock down price (lots of phone calls!)
More seriously 3.30am is a bit late (early) for anyone who is female and
single to be about town.
The police is the best bet.
