Scott, The bug-i's came with a single piston rear slave cylinder. The
brakes work by both the piston and cylinder moving ( the cylinder slides on
the backing plate). If I had to guess, it ain't. You need to lube the
"track it slides in". The good part is it isn't lubed with brake fluid so
at least the cylinder isn't leaking. Two ways to fix it, get some spray
lube and hit it from the back of the plate, work the hand brake until it is
loose. Or take it all apart, clean, and put a little grease in the groves on
the cylinder.
