front wheel bearing slop

Yesterday I changed the front inner wheel bearing to correct a sloppiness in
the left front wheel.  The kingpin is tight , and when the tire is elevated
off the ground, grasped and wiggled, it is clear that the slop is at the
inner bearing.

I put in a new bearinig (Bulgarian!) and the slop did not diminish.  It
seems that the axle shaft in slightly worn or undersized.  The assembled hub
slid on too easily and did not require a puller to remove.

I'm not in the mood to explain a new axle assembly to the SO, so I'm
wondering if others have seen this problem and what can be done.
I'm tempted to insert a thin brass shim to tighten up the bearing/axle
interface.
