Mine is pretty similar and I've wondered the same thing. I have one of those 
clear Purolator filters that has replacable elements - I think LBCarCo sells 
them. I have a stock SU setup, and my filter is vertical. I rarely see more 
than 1/4 inch of gas in it.

I'm sure there's a perfectly logical explanation. I just don't know what it 
is.
