Is the soot from the misfiring or do you think it's the other way around and the
rich mixture is fouling causing the misfire

all four plugs weren't sooted up
# 1 looked perfect and # 4 was pretty good, but 2&3 were really bad

Tommy,
Your plugs indicate too rich a mixture. Either your choke is stuck on or
you need to adjust jet adjust nuts. When your choke is off, the jet heads
should be all the way up against the adjuster nuts. That's where I would
start.
