This doesn't really sound like New Old Stock where the paint would be crisp. 
It might be badly restored old stock, however.  Originally, there was just a 
slight depression where the letters are/were.  On our originals, you can't 
really make out the depression at all anymore, and the paint is gone.  The 
extra white paint you see could indicate a new cheap imitation or a bad 
attempt to pretty things up.  Be careful.

I feel ashamed of the way the Canadian Pair skaters were treated in Salt 
Lake.  They were really the best.  Hope the least they do is award another 
gold medal to the Canadians to replace the silver they were awarded with the 
gold they earned.  My long ago other sport is in pain.
