It sounds like a $1000 or 1200 dollar car.
If there are rust bubbles, it's major.
Although good used doors are a dime a dozen, you would still need a paint job.
Sheep skin seat covers means the seats need a rebuild. that's $100 each if you
take em to a shop or 3 times that if you "buy the mo$$ kits" and do it 
yourself. 
Wally World carpet looks fine if you take 4-5 hours and install it correctly, in
fact, it looks a whole lot better than the $200 "custom" carpet kit available 
from
the suppliers. And it will last more then a few months. Good glue and good vinyl
will fix any interior, again the word "good" is something the suppliers don't
understand. That $5 a yard vinyl from a fabric store is not "good" it's CHEAP!

That's not a bad thing, I do it too just to flip a car but I do make sure it is
safe and I try to make it look good from up close.
I do not sell them as "restored" I say they are "repainted."
A properly restored Midget costs twice as much to restore than it's worth. So if
you find a $5000 Midget, it should be perfect (not concours). A $2500 Midget
should be a nice safe driver that looks good. $1200 should buy you one that 
runs,
drives and needs help here there and everywhere.
$500 should run, need brakes, tires, clutch, etc and some body work.
Anything less then $500 is a project.

And as the others said, not all Ribcase trannys make noise, just 99% of them but
only in first gear. 
I had one new in a crate, never used BMC original. I stuck it in a Bugeye, it 
was
quiet for a couple months, 2 years later it sounded like it was going to explode
any day. It lasted til I put the 5 speed in. It still is around as a good spare.
Don't let the noise bother you too much.
