I can give you a couple of reasons but in doing so I am not putting the car
down as it appears to be a decent car for the money at present.

It is rare because it has a fold down top and there weren't fold down tops
until 1967. They had take-off tops with the solid top bows (as opposed to
the spring loaded early bows). It also has 70 - 73 bumpers on it. The backup
lights and side marker lights didn't come about until 69(?) or so. The seats
are the correct style for a 63 or 64 but not the right colors. The
description says aluminum rims but we all know that the steel wires came on
these cars! The dashpot cap/plunger on the front carb is from a much earlier
car...

The real dinger is the reissued VIN though. This car was built from parts!
However, it doesn't look bad by a long shot.
