Drill it out, use brass bolts and nuts.
5/6-18 works good too. Less threads when trying to install/remove the
exhaust pipe.
I drill them out with a 3/8 bit, you will never get it exactly right so
the large holes gives a bit of boo-boo room. The gasket is inside the
flange so the size of the holes does not matter.

I just replaced my intake/exhaust gasket today, it blew. And i thought
it was a cracked header. Lucky me.
