A pedal that 'creeps' against applied pressure is either having fluid weeping
past a seal or (less likely) has a slowly expanding rubber section of hose.
The length of the push rod(s) make no difference, it is the movement after the
maximum pressure has been reached that is the slow downward movement (creep).
If there is no loss of fluid levels in the master cylinder sorry, it is
probably leakage in the master cylinder as fluid is being retained within the
system and the seal is moving through it. If there is fluid loss check inside
the dust covers of the slave cylinders to see if there is fluid leaking into
them that has not started dribbling down the back plates. If there is one
weeping slave cylinder still check the others to see if there is any further
problem elsewhere.
