The Weber isn't known for delivering stellar fuel ecomony.  However, 
since I get just under 30 in around-town driving in my 1500, it seems 
that you've got a problem.

Some things to consider:
If the PO removed all the emissions stuff, check out how he dealt with 
the fuel vapor return lines.  You could be venting a lot of that 
gasoline.

If it's jetted OK at idle, it may still be rich at speed.  Webers use 
different jets at different ranges.

Tire inflation.  I've seen a lot of folks run the tires a few PSI soft 
for comfort.  If you're down a few PSI, it'll matter.

With the Weber and the header, you've moved the power (and efficiency) 
up in the RPM band.  With dual SUs and a header, I shift at 4,000 RPM 
or higher (and pull 28 - 30 in around-town driving).  Maybe you 
should "thrash it" a little.

The usual tune-up stuff (air filter, spark plugs, wires, etc).

Brake Drag?
