I have never seen or heard of this problem. Are you sure the tin cover
is not slightly smashed or bent?
Are the backplate locating pins in the correct holes? No boogers on the
pins?
The oil cover tin fits in the recess on the back plate, naybe try just
the tin over the pump first.
