the one piece strap across the soft plugs is not such a good idea.
individual straps yes, one piece i think not.
reason being that the block and the strap will have difrent expansion rates
wich could lead to stress on the block casting where it is not designed to
acomodate stress.  the end result will be a crack.
the rubber plugs are an alternative.
if the soft plugs have been repetedly removed and replaced the interference
fit that retains them in place can be compromised.  rust and corosion can
play here too.  resonant vibration at high rpm's and heat combined with
pressure can cause a plug to extract itself with a compromised sealing
surface.
staking in place with screws, straps, rubber plugs, are all alternatives.\
itsa matter of whatcha like da best and who does da fixing as to wich is
chosen for da big fix!
