Stopped at a different Shop Rite on the way home, closer to the "rural" end of 
Jersey (well, rural for Jersey, anyway). Whaddayaknow, there it was, top shelf, 
and I had my choice of Arm & Hammer or store brand. For $1.49, I got the store 
brand.

My boot lock is happily bubbling away as we speak.

As an aside, I checked our industrial supply catalogs (like McMater-Carr) this 
afternoon. They had the stuff, but I really didn't need to buy it in 25 lb 
packages!
