HI Lon. I just experienced this in my midget on the way to St. Louis. It 
turned out the Teflon coating inside the cable was braking up and coming out 
with 
the cable and jamming in the wide open position. when I got to the motel I had 
a new one with me so I changed it. This fixed the problem and also made me 
realize how easy the throttle is supposes to work. You should check the cable 
before adding a spring, good luck.
