rebound

How does one remove and replace the bolt? that holds the rebound strap to
the rear axle housing?

In anticipation of a welder showing up here to patch up my floors around the
spring boxes, I thought he might ask for the axle housing to be removed, so
I thought that I should see about loosening those nuts.  Well I started to
apply pressure on the wrench and voila! . . . it broke off.
