Yes, its pre-engaged (I think) with the solenoid on the main body of the 
starter.  First the current should flick the gear to engage the flywheel ring 
gear 
and then it should spin up.  I am not sure if you can buy a separate 
solenoid.  Seems to me that the solenoid must be working if the gear is 
engaging and 
that since this has to happen first it could be a bad motor.  Maybe just bad 
connections?
