You could do them this way...it'll work.

You could have them professionally
media blasted...glass beaded?
Or, you could use paint remover and steel
wool (or Brillo) them to death.Takes care
of the rust too. Then a good etching primer rich in zinc and spray 'em
black for
the centers and silver for the rims, or
are you gonna do a standard paint scheme as in how the factory did them?
"Hammerite" is pretty tough, glossy stuff,
in and of itself. I think you've got that over
there.
Well...no matter how you do them, they're
gonna look a hell of a lot better then they
do now, for sure, eh? :)
