Chuck...

A plunger itself will do almost all of the
work but...not all of it (for exactly the
reason you can't get yours to "hold on"
at this point).

The metal must be "tapped" around the
circumferance of the "indented" metal as
the "surrounding" metal has gone slightly
the "other way". This is what professional
"panel beating" is all about. Like most
other professions, it's an "art based on a
science". As you tap gently around the
dent (you can try this tapping through
a piece of wood) the metal surrounding
the "dent" will tend to "move" into the dent
thereby helping to "shallow" it to one extent or the other.

But...it will never be as perfect as it was
"before".....though you can get it almost
there...the rest will be a thin coat of
plastic after the requisite small holes
are drilled to give the plastic something
to "hold onto" unless you are dealing 
with a real small area in which case,
fewer or smaller "holes", usually!! :)
