I recently went through this, and declared the air chisel the prince of 
tools.  My chisel was cheap (I couldn't FIND one that was over like 18 dollars) 
but 
of course you need the compressor.  By using a tip that was not only chiseled 
but cut across the tip at an angle, and with a notch in the tip (one of the 
standard two or three you get with the chisel) I could lay the chisel pretty 
much vertical facing down the sill at the seam between sill and pan and meeting 
the seam at such an angle one corner would nibble in.  squeeze the trigger and 
a little slight pressure and it just layed them apart like they hated each 
other.  Sometimes it kind of cut around a weld and I had to grind it later, 
other times it separated it.  You can adjust the pressure to just nibble away 
gently or hit it with authority.  It's actually surprisingly gentle on the car 
and 
left the sill in better shape than I ever thought I'd see.  No doubt in MY 
mind at least it's the way to go.
