Yep--Quick and easy and it works great, regardless of dissenters.  You can 
buy a plastic Rostyle paint mask that you just push firmly down over the wheel 
after you have applied the silver paint.  Then spray it black.  I got mine from 
Moss or from Vicky Brit--don't remember which.  Eliminates that tapey knife 
edge between the silver and black too.
