You just answered your own question. Obviously someone from the shallow end
of the gene pool. I don't mean to be unsympathetic. I don't know how anyone
could ever get over something like this.
We just had a very similar occurrence in El Paso. A family was staying with
grandparents who had a Chow tied in the back yard. A toddler opened a patio
door and made it out to the dog.
First, what idiots would keep a dog tied in a yard? Oh..that's right, the
same idiot that left the door unlocked and the child unattended.
