Shocks will make for a really weird driving Sprite.
Bum front sox WILL make it sway.
Also the upper trunion bushings (where the shock arm bolts to the king pin)
And toe in, which should not have gone out on it's own without someone 
hitting a curb, but if it's off, it will be squirrely on the road.
And bum shocks traveling too far will push/pull the front end making it 
sway especially after a bump.

Things to check at home.....
Toe in, use a tape measure across the back of the  front wheels.
Measure from outer most tread to outermost tread as near to the center 
of the wheel as possible.
Measure the same spot across the front of the wheels.
You should be close to 1/8" LESS in the front.
0 to 1/4" less will not affect the steering.
If the number is greater across the front by 1/4" or more, it will act 
squirrely.

Bounce the front end, it should not bounce. Push down hard, let up, it 
should not go back down once it comes up.

Look at the trunion bushings. You said you replaced the bushings with 
polly. A arm fulcrum bushings and trunion bushings? (12 in all)

Tie rod ends.... Have somebody wiggle the steering wheel while you look 
at the rod ends where they bolt to the steering arms.
No play at all.

Also have somebody turn the wheel lock to lock and look for anything 
unususal in the steering gear.

My guess is you need shox.
