If the signals don't blink, it's usually a bad bulb or the flasher unit.
If they all light up but don't blink, replace the flasher unit which is 
up under the right side of the dash on your car, it's a standard 2 prong 
flasher. Original was square but the round ones work to.
You may also have a wiring issue in the radio console too. The signals 
get power thru the 4 way flasher switch in the radio console.
If that switch is bad, you can bypass wire the signals with a bit of 
fiddling in the console. Plug the solid gree wires together.

The turn signal switch itself probably has a broken plastic gizmo or is 
shot out it's little ball under the plastic gizmo. If you take the 
switch apart, you will see what I mean. It's a no fix switch, and has to 
be replaced.
