Exactly Mark I think :)
The generator requires voltage in the field windings to produce the magnetic
field before it will generate. This is how the regulator regulates current,
by switching the voltage in the field coils.
By shorting the terminals together the small voltage generated by the
armature is enough to power the field windings and both will build together.

junction of the two terminals and the other on the case.  Then spin it, a 
good one will give you about 20-25  volts.
