High R miss

It was the coil. Swapped it out with a circa 60s Lucas and all is well.
But I saw that the screw inside the coil cone was rusty. So maybe this 
was the culprit?
So why would a manufacturer use a steel screw that will rust where a 
brass screw should have been used? Other to save .02 cents per coil.
I know why. To make it interesting to track down an ignition problem.
