The only one listed for El Paso is on the road my office is  on....and I can 
attest, they work it about twice a week, a block from my  office.
 
Pendale Road turns off a main atery that has a 45 mph speed  limit.  Then 
there is a long one-mile downhill at 30 mph speed limit.   The sit in a parking 
lot shaded by trees about halfway down the hill, just  around a curve...and 
nail about every tenth car.
