Bill,

I wouldn't. You can't reach all the seams and places where rust gets
to.  The accepted method for relining motorcycle gas tanks is to throw
about a cup full of nuts, bolts and washers and a 2 foot hunk of chain
into the tank, add some kerosene, then shake the begeezus out of  it
until all the internal finish and rust have been scoured off. Then
wash and quickly dry the inside of the tank (don't dry with any open
flame!!) and line the inside with the product POR 15.
