[Spridgets] 76 MG Midget steering lock mechanism

What is the deal with the steering lock mechanism on the later Midgets?



I am missing any keys and just noticed that the bolts appear to be "break
aways".



So am I right in assuming this needs to be drilled to pull off and get a key
made?
