[Spridgets] Adjusting rear brakes..

Hello all,

        I recently replaced rear shoes on both sides and as others have  
commented the adjusters don't take up all the slack.  I have read that  
a little welding to compensate on the adjust makes it all better.

My question is can I adjust the handbrake cable to take up the slack  
first or is it adjust the brakes first then the handbrake?
