I've driven with people who barely know the road exists when the conversation
gets going and I've driven with people who forget there's a conversation going
when they spot something that requires their driving attention.  Not everyone
is the same.  We all have strengths and weaknesses.  One rule isn't going to
serve everyone well.  And more rules even less so.
