And most of us DO have the ability to talk and drive at the same time.
I agree that it is not a good idea for someone whose brain is spending
a good  deal of "clock cycles" on dealing with pain to be driving at
all, let alone driving with a phone, but a normal person has no
difficulty coping with driving and talking. Heck, some can even walk
and chew gum ;-)

Does a bluetooth (or any other hands-free device) make it any better?
Not really. The only reason the laws are being written to exempt
hands-free is because of the huge market of OnStar users who are
technically using hands-free cellular devices.

Interestingly enough, the early statistics are showing that the laws
against texting while driving are CAUSING more accidents. Since it is
illegal to be caught texting while driving, people are texting with
the device on their lap rather than by the steering wheel. MUCH more
dangerous. Everybody knows it is a  stupid thing to do, but actually
applying it to their own perceived need to communicate is another
story entirely.
