Chevron in the 90's went whole hog into Deming's principles and upper
management "praised" the principles UNTIL it came time for them to ante up
in action and then it went south as quick as it came.  Ken Derr still got
his upteen million dollar bonus and the rest got cuts,,, Go figure

My previous company did the same thing.  There were some aspects of it 
that made sense and would clearly improve our work but people are 
resistant to it.  People are resistant to change, and most people are 
resistant to imposing additional structure and demands on what they are 
doing.  Remove the management requirement and those same people will 
stop doing it even though they would admit that it has benefits.
